I have the honour to forward for your consideration the enclosed copies of correspondence regarding the position of the Chinese Telegraph Administration's Hongkong Office vis-a-vis the Kwong Tung

Administration.

You will be aware, from correspondence extending over the last fifteen years, that this Chinese Office in Hongkong has been a source of continual annoyance to this Government owing to the political intrigue of which it has been the centre. The attempted assassination of the officer in charge in 1923 was dealt with in correspond- ence ending with Sir Ronald Macleay's despatch of the 21st

September, 1923.

I recognise that the time is not opportune for reopening the question of the removal of the office, but I shall be glad if you can see your way to support me in urging upon the Chinese Goverment the earnest desire of this Goverment that the Telegraph Administration, so long as it operates in Hongkong, shall be carried on in such a manner as to prevent as far as possible the continued friction between it and Canton.

The point immediately in dispute is the retention by the Hongkong Office of the money paid to it in respect of telegrams entering the area within which the
